If you use a CAT scale they have several pressure palates that you are supposed to stop on with only one plate per axle (1 for the front/steer axle, 1 for the rear/drive axle, and 1 for the three trailer axles). When you pay the $10 for the print out it will show

Steer: xxxx lbs
Drive: xxxx lbs
Trailer: xxxx lbs

The SoS only cares about the weight next to the trailer line.
