You guys are missing something. The UK uses the imperial gallon and therefore it is not the same as a US MPG. However it converts to be about 29mpg US.

I have a feeling emissions has a lot to do with not being in the US as well as the impact it would have on F-150 sales. Seems like every single European car/truck beats US cars/trucks in mpg.
