As an update to this issue here's where I'm at...
My truck has no EGR valve on it. Apparently this is pretty common with the 2500 trucks.
I check the EVAP solenoid next and it tested fine.
The next step is to check the ETC which is part of the throttle body so I'll have to swap that out to see if it fixes it.
If that doesn't work, then I'll probably end up doing a dealer reflash but everything I've read says that won't fix it....
