This is definitely an issue. There are several manufactures that incorporate neoprene, gel, and webbing into their infant and toddler jackets. They are more expensive, but certainly more comfortable and cooler than the nylon and foam ones. Also keep in mind that state law requires all children ages 6 and under to be in a type 1 or type 2 life jacket, it must be self righting and have the float pad attached for behind the head.
