If that really was the case, and that the government can shut down an entire cell network as they chose that may well be more disturbing than the bombing itself...

Control the media so that only the stories you want are let out and spun the way you choose. Get everyone on the government cheese wagon, disrupt the benefit supply if they dissent. Control the guns to the point where people have no ability to revolt. Stop communications as you see fit.

I'll just go sit in the corner with the rest of the "whackos" I guess...
