Volquartsen makes semi-auto .17hmr's, but they aren't cheap. The action they use is based off of a Ruger 10/22, so it's extremely simple to work on.

If you just want a decent bolt gun, like mentioned... the Savage 93r17 is hard to beat. If you get the accutrigger model, you can get them to shoot amazing out of the box. If you find a non-accutrigger model (cheaper) you can do a simple sear replacement and get the trigger pull way down and make them nail drivers. I installed a Rifle Basix sear in a friends 93r, and got the trigger pull down to 17oz...a little light for a hunting rifle, but great for a target gun.
