When a sin offering was made the animal was sacrificed as the replacement for the person. They would place their hand on the head of the animal and that would transfer the sin to the animal. This is also known as Atonement.

Oh look, there is context! God didn't want them to act like other people because God knew his people would fall into the temptation that came from those cultures. I suppose you could argue that we shouldn't have long hair, but then we get into the trumping discussion that Paul has in the NT about being "every thing to every man". 1 Corinthians 9

- I've seen people protest both of those. They may not have a million man march but they fight hard to keep couples together or apart (depending on the situation). You just have to look.
