The frame is something you are NEVER going to notice. NEVER.
Pedals are cheap, like my most expensive pair in the garage is maybe $120, choosing a bike based on pedals is like choosing a car based on floor mats.
Component levels are important, and you'll get a better deal buying a nicer/better bike with better components now, but....
You can nice, high quality lock on grips for $20, a stem for $30-40, new handlebars for $35-100, derailuers as cheap as $50, shifters as cheap as $30, etc.
The expensive stuff is the crankset, wheelset, and brakes, and other than one of those bikes having hydraulic brakes neither bike has a major major advantage over the other in those other expensive areas.
