Default What to offer on TJ that has sat for 3+ years

One of my customers has a 2000 Wrangler, sport. Guessing higher mileage by the tears in the vinyl seats. bare bones options. it is her daughters and the daugher was going to keep it sitting there for a few more years until her sons can drive.

Ive asked about it a few times and now she says make an offer and she might sell it.

What would be fair? How bad is it for a vehicle to sit this long? IT gets moved once or twice a year (from driveway to street, to get her dodge stealth out that also sits) and of course battery is always dead. Would the seals be shot from this, or any other problems that might arise?

Basically I want it for a plow vehicle and mild wheeler (to replace my dead YJ) but dont want a basket case....

Im thinking about taking it for a drive and when it runs like shit from the old gas, offering her like 3k?
