It is a ~2005 jamis dakar xc (not sure of year).

Where can I learn a little bit about how to repair the flats?

Decent price for a decent bike. Jamis frames have a reputation for cracking when being ridden hard/abused, but the average person shouldn't have a problem.
How to repair a flat? Go get a 26" tube from the store and put it in the tire. (You will need to know if you have a presta (goofy looking smaller diameter hole in the rim, or shrader (standard) valve stem)
You pump up the tires with an air compressor, hand pump or otherwise. I'm assuming it has presta valves on it so they look foreign to you, any good bike shop will have a presta to shrader adapter in a cookie jar on the counter for about $2 so you can use a standard air pump.
