Yes. all 23 feet.
I didn't insulate my flex. If i have any issues once it gets cold, i'll do the pour-in insulation as opposed to wrapping the flex with an insulation blanket. You need your liner to heat up a little to draw out the exhaust properly, and also reduce creosote.
I doubt i'll have any issues though. If my chimney was longer and not in great shape it would be a must.
