Sending out naked pictures of an underage person isn't bullying, it's distributing child porn. Collecting information about a person, harassing them, and threatening them isn't bullying, it's stalking and blackmail. Beating someone up isn't bullying, it's assault and battery. Why the need to relabel crime as something new, just enforce the existing laws.
Just a few days ago the general consensus was that a 14 yr old should stand murder charges. Because this is a "victimless" crime its different?
I agree that the other "kids" that did that stuff should be charged with the crimes they committed. Unfortunately many times teenagers who commit crimes slip through the cracks.
