My 22RE powered 85 4Runner & my 97 with a 3.4 both get the same milage 20MPG @ 70MPH 22MPG @ 55MPH. 3.4 has about twice the HP and allows me to pass on the Xway without using a calender to plan. 3.4's are pretty pricey but if you think you need the power go find a wrecked 3rd gen 4Runner and pull motor trans and all the wiring. One of the mags did a swap a few years back sourcing alot of the stuff from a shop in CO that specializes in them. They may have started with a 3.0 though. I have never not been able to go somewhere because of the 22RE though and they are a lot cheaper. I am not real familiar with which trans/T-case is which as I have not had to mess with any of them. Stay away from the 3.slo motors especially with an auto. The gas mileage sucks and they don't seem to have anymore power.
