Everything used in a state project has to meet a series of requirements, and trying to add something to a state project from outside of their procurement process is difficult. What about moving the rocks to Rocks and Valleys? No red tape other than getting permission from Billings Township to remove them. I doubt R&V would have any problem with a donation of rocks.
It just seems like a waste sitting in a overgrown field doing nothing.
