I think you have rock ring and safety bead confused.

A rock ring is added to the outter edge of rims with inner air locks to keep them from bending, DIY beadlocks will solve that same problem on the outter edge. Safety beads are on the inner surface of rims ( innner tire side) to keep the bead from sliding back under low pressure condition, all rims execpt 16.5" have them and that is why everyone gets away from 16.5" rims and the manufactures have slowloy stopped making tires of them.
