Here is what i came up with from memory im sure i missed some things.

BTF Buggy chassis free but cost 4499.99

parts i bought
350 cowl
400 suspension brackets
500 bucks for aluminum links(i did machine work)
700 1.25 heim joints for steering and links
1700 2.5 fox air shocks
1500 39 bfg krawlers( current pricing would be 2400)
1600 walker even beadlocks
700 front axle shafts
450 front u joints
500 home made d shafts
1700 built dana 300
750 fresh rebuilt th350
1400 5.3 gm with jims perf harness and comp
500 fuel system
800 mastercraft seats
150 harness
50 gauges
400 orbital
220 steering ram
250 steering lines
200 b&m trans cooler
700 used warn winch
250 rear winch
150 steering links and heims
200 aluminum floors
850 bucks ring and pinions and rebuild kits
550 Detroit locker
1000 used dana 60 and 14 bolt
200 exhaust bends and muffler
250 paint work
250 wilwood brake master and pedal
280 radiator
19,700 in hard parts i bought off the top of my head

-add in 2 more sticks of tube i put in the chassis,
-all the gas i spent driving around to use friends tools(lathes, plasma, tig)
-welding gas and wire
-the 1000 bucks i spent on fuel getting the "free"chassis
- all the damn fluids

so no i dont think a "decently built" buggy can be built for under 10 grand
