A siped bogger would be better than a not siped bogger, a siped and grovved bogger would seem to work very well IMO.
Further siping has NOTHING to do with hydroplaning. Siping creates more biting edges for traction, tread design determines hydroplaning characteristics. Siping also allows the tread to flex a little more, and work better in the snow.
