"Fear Mongering" = making it clear and known that the rights of U.S. citizens will not be extended to non-citizens.
This has always been a "pet peeve" of mine.
It shows how we take our rights for granted, assuming that they apply to everyone. I'm not a constitutional scholar, but I read a lot of rights and protections for citizens, but fewer for non-citizens, including illegal aliens (regardless of race/creed/color/origin), enermy combatants, the French, and those who support / shield / tolerate / enable / or provide "aid and comfort" top enemy combatants.
I see the "attacking of rights" as being more a "clarification of eligibility" for rights.
Go to Mexico and see if they extend U.S. rights to you, ensure police and government officials all speak english, etc...
