You are at TDC on the compression stroke, right? If so, you should be within a few degrees, at least close enough to have the engine run rough. Just to be clear though, you have the rotor pointed at the terminal that has the wire for plug #1 on it not the spot on the cap that has the #1 cast into it. Also, cylinder #1 on a Ford is the passenger front, opposite of chevy in case you're used to working on those.
