either the tbar or the buggie needs a plate, tbar would be cheaper. if it touches the ground it needs a plate except for "coupling devices"
So, if you flat tow your rig, it needs a plate, if you dolly your rig, it needs a plate, if you trailer your rig, your trailer needs a plate.
