Default 1994 ford ranger not starting

My friend has a 94 ranger with the 4.0 and it will not start.

Yesterday he had someone he knows replace the valve covers for him since they were leaking oil really bad. He also replaced the plugs and wires.

Now it will not start. I helped him pull all the plugs to recheck the gap and to make sure the wires were all connected. Everything there was fine and you could smell gas on the plugs. He said he tried using starting fluid and it still wouldn't start.

So I figure it must be electrical because it cranks like it wants to start but it won't.

If I missed any info that may be necessary , sorry.
