There is a clear coat that goes with it but i didnt get into that, i got a red scotch brite pad attachment for my drill and scuffed them up with it, it goes on super easy and drys really fast not to mention its self leveling so if ur rims are pitted it fills them up some, i have been poking around with it and have 2 out of 4 rims done we shall see how the latex paint holds up to michigan winter...
According to the Dupli-color website it's an acrylic enamel, which will be plenty good until some thing is able to get underneath it.
