Good question, people that have broken them have wondered that for years. On my tag it said they were for locating purposes only. My only guess is that they weld them on there for production/processing purposes.

Foam cuts down on the amount of slosh, it doesnt act like a trap to keep fuel at the pickup point. It will work just fine how it is, but you will be pissed the first time you run out of fuel on a slight angle when you have a 1/4 tank. Ask me how I know.

And the foam breaks down after about a year and clogs your fuel system and burns up pumps.

Just some stuff to keep in mind for phase 2 mods.
