I've heard of this somewhere but I can't remember where. Thats so you can bring the power and ground to both sides by only running wires to one side. The two going into the spindle come out on the other side through that spindle. so on the side that your lead wires comes to, you hook up two to power and two to ground, then on the other side you just wire the two together. one set for power and one set for ground. Its all so you don't have to run a wire on the outside of the axel.
