Default Why Four Wires on my trailer brakes?

I'm in the process of fixing up my trailer. I'm not sure what brand it is but it's heavy, 2800lbs empty. On the back side of the backing plates there are four wires. Two of them go to the magnet for the brakes, the other two go to the spindle. Does anyone know why these two wires would go to the spindle?

A friend of mine that has dabbled in heavy equipment repair says that he's never seen anything like that before. I'm not sure who else to ask.
