It apears to be just a plastic clip that I am sure is worn out if not broken like ScOoTeR suggested. It is for sure connected at the arm on the valve though.
Which brings up another thing. In trying to get the arm connected it apears the valve got stuck open and it won't close. Does the bike need to run to have this shut or am I stuck with another problem. It was too late last night to fire it up to see.
