This is true. I've drove Humvees with those tires for many years. The military shit-canned them for a reason. The "real" solution to the problem is to get rid of them.

"Normal" radial or even "modern" tires of that size can be traditionally balanced. I have never needed to use an alternative balance method, even with 40's.
