In a corporation, they are there to make money. Plain and simple. They are there to make a profit for the owners and/or stock holders. They are not there to win a popularity contest or to make your life cuddly and comfey. If they are able to make an environment that's good for you, great. If not, it's up to you to conform or leave. It's a free world.
The person in charge makes difficult decisions for the good of the company. Not the good of the people.
In your scenario, business is sure to fail, as no one will make changes out of fear of losing popularity.
