There is a neutral safety switch on that truck, it's on the back of the steering column when looking at it fromt he floor, it's near the fire wall, it looks like a pair of white plastic brass knuckles (closest i can describe it lol) minues the holes lol

and my 96 tahoe is kinda doing the same thing, except if you turn the key to the "on" position, you can start it by pushing down the starter relay in the fuse box under the hood, f-ing weird
