So would this incude full size vehicles???

Pretty sure it specified "trail bikes" IE quads and Dirt bikes. There is NO place whatsoever that a minor can operate a passenger vehicle (Jeep, truck, Car) Without a Learners permit and Supervision, or an operators license. If you get a cocky cop, he can get you for backing your dads jeep down the driveway.
