The citizens of those place get to vote on many things, just not federal elections. I assume what your complaining about is them voting in presidential primaries. If they decide to have a presidential primary they have that right. And the political parties, being private enterprises, can make up whatever rules they want as far as who's vote they decide to count in deciding who will represent them in the general election.
