Crawl under your heep and check it out. That is the ONLY way you will find out if it is operating. It is real easy to take out. And once it is off the axle you can see if it is moving when you pull that shift lever. As long as you have a good shift actuator, it usually works fine. But, other alternative (besides teh posi-lock) is to just stack a bunch of washers behind the shift fork and leave it engauged. It works, and it's cheaper.
