I had a ton of information typed up on these but our web board crashed. Theyr'e called Karakats. They began as a vehicle that russians built for ice finshing and access to "impassable" terrain.
The first models were 3 wheelers built of motorcycle parts. There are all sorts of types. Traction steer 4 wheel, 6 wheel with 4 wd drive, 6 wheel with 6wd, 4wd steering, 3wd trike, 3wd with one rear tire, etc.

Now the home built ones used regular innertubes. They also tend to have a band of rubber around the circumfrence and then bands that go around the tube. This protects the tube from pokey things. The bands around the tire serve two purposes. They allow the tube to be inflated more than otherwise (because of the expansion) and they provide more traction due to the lumps.
Flat tires look fun!
