Probably best to contact eaton directly to get the correct specs.
It appears to be in the Series 3/6/12 class of Char-Lynn Steering Control Units from Eaton.
The 211 part of the code would indicate that it is an open center design. The 1039 I can't find the corresponding data for, but that will tell you the displacement of the valve, I believe, and what series it is. Because 39 is an odd number, I believe its a non-load reaction type.
They Obsoleted some part numbers so can't find that one..
