Well, its not "strong". The way I see it, its one of those axles that isn't worth dumping money into, but at the same time isn't exactly garbage if you aren't running that large a tire or not throwing a lot of power through it. Kind of like a C20 from a CJ - they are everywhere and everybody wants to get rid of them for cheap or free. So, I just left my CJ on 33's stock and have a small pile of complete assemblies to swap in or pull parts from. I haven't even spun my factory hubs yet with 14.5" wide TSL's and aggressive higher-rpm clutch engagement, though I do have a set of 1-pc shafts on hand. :tonka:
I figured that if he was going to go through the trouble of doing anything to the axle, he might as well put forth effort in the better direction - especially since a bolt-in option exists. If you can get a locker, fine. But I wouldn't swap in a weaker shaft just to get a locker that might break the weaker shaft.
