tps sensor bad?

mine is reading 3volts and wont shift into OD till 65 and locks at 70. would this be the problem?

Anyone work at cummins? Dealer wants 275

i work at cummins. the voltage should change as you move the throttle. not stay constant. but that could be the problem or your vss
