The best 2" setup would be the OME (Old Man Emu) replacement springs and shocks. But it's spendy.
A 2" budget boost (spacers) and any decent pair of shocks will do. If you put the budget boost in, then use a ramp or similar method to determine optimal shock size, then you can get a lot of flex for cheap.
At a charity event a few years ago, an otherwise stock TJ with a 2" budget boost and front swaybar disconnects ramped over 600 on a 30* ramp, which was better than many of the heavily modified rigs. It beat many of the other TJs there, and proper shock length helped it.
