What are you talking about? If he torches off the head of the bolt than he still has the bolt going through the spring bushing and unibody frame rail, with the spinning nut inside the rail. Then he would be really srcewed.
What you need to do is get a sawzall and cut the bolt on the inside of the shackle, next to the fuel tank. Pull the cut off portion of the bolt out, and your shackle will drop out. Here's the shitty part: you will need to remove the rear bumper and cut a hole on the body just behind the shackle hole. Then you need to fish out the old spinning nut, and fish a locknut back in there to resecure your shackle. Put the vehicle on the ground with all of the weight on the vheicle before tightening the bolts. Then reinstall the bumper.
